The Pittsburgh Steelers entered Sunday’s game against the Las Vegas Raiders missing three of their top four outside linebackers. Perennial Pro Bowler T.J. Watt was still playing. But DeMarvin Leal was on injured reserve, and Alex Highsmith and Nick Herbig were ruled out because of groin and hamstring injuries, respectively.

That put Jeremiah Moon in the lineup with Watt, even though the former Hoover High School standout just returned from injured reserve in last week’s 20-17 loss to the Dallas Cowboys after missing the first four games of the season because of an ankle injury.

In the Steelers’ 32-13 victory over the Raiders, Moon made one tackle on defense and one tackle on special teams and blocked a punt. The blocked punt set up Pittsburgh on the Las Vegas 9-yard line, leading to a field goal and a 15-7 advantage with 9:20 left in the third quarter.

Moon’s 10th NFL game was his second start.

Moon was among the 34 players from Alabama high schools and colleges (excluding Alabama and Auburn) who got on the field on the sixth Sunday of the NFL’s 105th season.

Seven other former state players were involved in the Pittsburgh-Las Vegas game:

· Raiders running back Ameer Abdullah (Homewood) ran four times for 24 yards, caught three passes for 24 yards, ran back a kickoff 31 yards, returned three punts for minus-1 yard and lost a fumble.

· George Pickens (Hoover) started at wide receiver for the Steelers. Pickens had three receptions for 53 yards.

· Steelers punter Corliss Waitman (South Alabama) averaged 45.7 yards on three punts, with a net of 46.0 yards. Waitman had a 47-yard punt returned for no gain at the Las Vegas 25-yard line, a 47-yard returned for minus-1 yard to the Las Vegas 16-yard line and a 43-yarder that was muffed and recovered by the Raiders at their 13-yard line.

The Hoover Health Care Authority on Wednesday received unanimous approval from Alabama’s Certificate of Need Review Board to proceed with building an ambulatory surgery and medical diagnostics center in the Riverchase Office Park.

The Health Care Authority came to the meeting in Montgomery with official opposition from an entity called the Forest Park Group, which has plans to open a surgery center in a proposed second phase of Stadium Trace Village near Trace Crossings. But at Wednesday’s meeting, the Forest Park Group withdrew its opposition to Hoover’s request, saying it had worked out a confidential resolution with the city of Hoover and its Health Care Authority.

This comes after the city has accrued more than $1 million in legal fees related to its application for state approval. The challenge by the Forest Park Group resulted in 10 days of testimony before an administrative law judge in Hoover over the course of three weeks in May and June, increasing the city’s legal costs significantly and delaying the city’s hearing with the Certificate of Need Review Board for several months.

After Wednesday’s decision by the CON Review Board, Hoover Mayor Frank Brocato said he was elated to get the state approval.

“To me, it’s one of the biggest events that’s happened in the last 25 years in the city of Hoover,” Brocato said. “It’s been a long road. I’m so proud that our council stayed the course, our citizens stayed the course. It was a long hard-fought battle, but in the end, we are where we wanted to be, and now we’re going to bring incredible health care to the Hoover area, and who knows what the next step is.”

The outpatient surgery and diagnostics centers, when combined with other parts of a planned Riverwalk Village multi-use development, are projected to have an economic impact of $2.5 billion.

Alan Paquette, chairman of the Hoover Health Care Authority, said he was relieved the authority finally got its hearing and approval from the state.

The next step will be issuing a request for proposals from interested health care providers to find a health care entity or entities to operate the surgery center and diagnostics center. The Health Care Authority already has had discussions with health care systems in the Birmingham who are interested in working with Hoover on this project and will be open to receive proposals from anyone else who is interested as well, Paquette said.

The Health Care Authority has been working behind the scenes and already has a request for proposals ready to send out by this Friday at the latest, Paquette said. The goal is to receive all requests by mid-October so the authority can make a decision on an operator, he said.

“We really want to move this process along quickly,” he said.

The fact that the Health Care Authority applied for a CON without having an operator selected was one of the reasons the Forest Park Group objected to the authority’s application, an attorney for the Forest Park Group said previously.

Dr. Swaid Swaid, chairman of the CON Review Board, said during Wednesday’s hearing that the board had never considered a CON application without having an operator identified, though attorneys for the Hoover Health Care Authority have argued previously that it is not an unusual practice in other states.

Hoover’s application for a CON was approved with the condition that the Health Care Authority come back to the CON Review Board to ask for “project modification” approval once an operator is selected with information about that operator and its qualifications. However, no third party will be allowed to file an objection at that point.

Colin Luke, an attorney for the Hoover Health Care Authority, said one of the reasons the authority sought CON approval before selecting an operator is because it wanted the CON Review Board’s approval based on the proven need for such a facility, not based on who the operator would be. The Health Care Authority was trying to avoid a three-year legal fight between Birmingham hospital systems, Luke said.

Swaid said it is important, however, that Hoover get an outstanding operator for the facility.

Swaid also said he applauds the effort to build this facility because he sees the need for such services in that area for the residents of Hoover. “There’s no question about that,” he said.

During the hearing, Swaid noted comments from an expert who said existing similar facilities in Shelby County are at or near capacity and that what Hoover is proposing may not go far enough.

“I think Hoover can do more than that — more than they’re asking for in order to meet the real need in the community,” Swaid said. “This board is here to serve the citizens and to make good decisions when they are legitimate and needed. If that becomes their decision, we’ll always be here to listen.”

Another condition put on Hoover’s CON was that, while gynecology surgeries could be performed at this facility, the delivery of babies would not be part of the approval.

Paquette noted that, in addition to providing important health services to the community, the Riverwalk Village development will provide a much-needed stimulus for activity in the Riverchase Office Park, bringing new life and giving it “more juice.”

It also will offer educational opportunities for students in nursing and other medical-related programs at nearby Jefferson State Community College’s Shelby-Hoover campus and high school students in Hoover’s Health Science Academy at the Riverchase Career Connection Center, he said.

About 50 or so people from Hoover came to Montgomery Wednesday in support of the Hoover Health Care Authority’s application, including the mayor, Counciwoman Khristi Driver, city administrator, chief financial officer, school superintendent, police chief and numerous other city employees. State Rep. Arnold Mooney, who lives in north Shelby County and represents part of Hoover, also spoke in favor of the Health Care Authority’s application.

When the results of Hoover’s secret and costly forensic audit were released late last month, a statement from the mayor’s office sold the results as a win for the city and much-needed vindication supporting Mayor Frank Brocato’s repeated claims of his unfailing leadership.

The report reveals a concerning pattern: city senior staff, hand-picked by the mayor and answering to him, were aware of the city’s financial and payroll offices’ understaffing for years and raised the issues to him only to have him ignore them. The mayor’s failure to address them led to years of IRS debt, problematic reporting to the public and city council, questionable record keeping, and severe training problems, and yet the mayor’s primary concern seemed to be the potential to tout an award-winning audit rather than have an award-worthy administration.

While it’s easy to understand from a PR perspective the mayor and his staff’s mission to gaslight the city instead of acknowledging the recurring and consistent findings. No one wants to run for reelection on a platform that says, “Things have gone to hell in a handbasket but elect me again anyway.” The question we all need to ask is City Council President John Lyda helping hide the truth?

This week, the mayor is expected to request that the city council approve his budget. A review of previous requests shows that knowing the problems and the need for additional staff and training, the mayor did not ask for the necessary budget increases to fund the department adequately. Will he this year, and if he doesn’t, will Lyda do his job and speak up and reject the proposal until the needs and financial health of the city are prioritized? Will other councilors step up (again) if Lyda doesn’t?

Will Lyda ask the mayor this week about his previous failures to request funding that would have stopped the bleeding in these critical offices years ago? Will he ask what else the mayor has hid from the council and the public?

Hoover has a Mayor-Council form of Government. The purpose of this is to make sure residents have the representation that they deserve. Having both bodies is supposed to create checks and balances and improve accountability. Week after week in the last several years, while other city council members have challenged the mayor, city attorney, and city staff, Lyda has smiled and nodded while ignoring the problems outright. While other councilors have pressed for additional information publicly, Lyda treats the public meetings as perfunctory. If he’s asking tough questions or challenging the mayor’s clear leadership deficits, he’s not doing so on the record.

The report issued by Kroll and Lyda, asserting “financial disarray, begs the question of whether the checks and balances that residents expect when electing the council and mayor have fallen apart, and more importantly, how they can be restored.

Residents have many reasons to question city leadership and their financial dealings and deficits of the last five or six years. Lately, budget amendments have become commonplace, with them being passed nearly every meeting —notable ones include CON expenses and legal fees (which, according to the city ordinance that the council passed and the mayor signed, should not have been paid for by the city, to begin with), utilities from fast-tracked favored development being higher than anticipated, and additional audit costs. Still, there is no indication of how much the forensic audit will cost or how it will be paid for.

In sworn testimony, Lyda noted that the economic development (no, wait, strike that lawyers got him to walk that back), the healthcare project causing most of these increases was a “personal priority” for him.

With Hoover’s debt ballooning by more than $90M, the forensic audit found that the City overstated its fund balance by over $36M, raising serious concerns that the city may be violating its rolling reserve policy. Not that there’s any way the public would know that and based on what we’ve seen and heard in the last six months. One thing is certain: if the status quo continues the way it has under Brocato and Lyda, it’ll be years before a quiet mea culpa is made to say things were array today and then that will be buried in meeting minutes that are so vaguely written history will never know.

The Kroll forensic audit raised multiple concerns about the city’s financial practices and the integrity of the financial data. Unfortunately, as the report states, Kroll had a limited scope of review and could not review many key files. However, it did develop a road map for intrepid reporters, elected officials who have been kept in the dark and yes, even law enforcement to follow to attempt to shine light on the holes.

Earlier this year, Lyda provided AL.Com a comment that read in part, “We have a mayor and majority council with executive business level experience who are laser focused on meeting the needs and expectations of our residents in maintaining a top tier education system, delivering world class public safety, and creating a quality of life experience that is second to none in the United States.” Where is Lyda’s laser focus on these important issues that have cost the city hundreds of thousands of dollars?

Mayor Brocato and City Council President Lyda have been in charge of the City and its financial operations for years. So before they present another budget or amend the present budget to spend more money, the citizens deserve a true investigation and for Brocato and Lyda to answer the tough questions at this Thursday’s upcoming budget presentation and next week’s council meeting.

In a historic upset, Spain Park has taken down the Hoover Bucs for the first time since 2015.

High School Huddle's Game of the Week was a major nailbiter, coming down to the wire, but the Jaguars came out on top in a 39-37 victory.

"We've got great kids," said head coach Tim Vakakes in an emotional moment following the game. "I told them that the toughest team will figure out a way to win and they did. Hats off to Hoover, heck of a ball game."

"There's no quarterback in the country I'd rather have behind center than Brock Bradley," he continued.

Speaking of Bradley, the star QB recently committed to Clemson and will be in the 2026 freshman class.

"The thing about him is he wanted to commit to get it out of the way, he said, 'Coach, I just want to worry about our team," Vakakes told WVTM13.
